Professional overview

Commercial and land valuation backed by the MAI designation

Chet Rogers has appraised real estate full time since 2003 and holds the MAI designation from the Appraisal Institute, the organization’s credential for commercial valuation. As a Certified General Appraiser licensed in Massachusetts, New Hampshire, and Maine, he handles commercial, land, and specialty assignments for clients who need a well-supported value for financing, tax, legal, and conservation purposes.

His practice spans a wide range of property types, from medical office buildings and hotels to farms, golf courses, and rights-of-way for power lines and rail trails. Land conservation trusts, attorneys, lenders, developers, and municipal, county, and state governments rely on his work, and he has developed particular depth in conservation easements, eminent domain takings, and tax abatement appraisals.

More than 12,000 acres protected from development

Chet and his team have completed more than 75 conservation easement efforts with landowners and land trusts across northern New England, protecting over 12,000 acres and seven miles of lake and pond frontage. The work has covered woodlands, open meadows, wetlands, and other ecosystems, and has involved dozens of local and regional land trust organizations.

Landowners who donate a conservation easement and claim a tax deduction need an appraisal that meets IRS requirements and complies with both USPAP and the Yellow Book. Chet holds the Certificate for Valuation of Conservation Easements, a joint credential from the Appraisal Institute, the American Society of Appraisers, the American Society of Farm Managers and Rural Appraisers, and the Land Trust Alliance, and he works closely with the land trusts that hold these easements.

Analytical approach

Methods matched to the property and the purpose

Chet selects valuation methods that fit both the property and the intended use of the appraisal. For subdivisions, he compares the project to sales of similar subdivisions when that data exists, and when it does not, he builds a market analysis around existing house-lot inventory and projected absorption rates.

Tax abatement assignments call for a close review of the factors that affect assessed value, such as comparable sales and listings, existing zoning, functional or external obsolescence, floodplain location, environmental issues, and unusual grading or demolition costs. His engineering background and coursework in data visualization, GIS mapping, and advanced Excel support the research behind each conclusion.

Engineering and business background

Decades of building and running businesses

Before he began appraising full time, Chet built a career in engineering and business. He worked as a computer engineer for IBM and Honeywell, then founded Audio of New England, which grew to six retail locations and a wholesale business. He went on to found Micro C, Inc., a computer and network support company, along with the Micro C Training Center, and he earned technical certifications from Cisco, Novell, and Microsoft.

His real estate experience predates his appraisal career as well. He participated as a principal in a waterfront subdivision in Maine and owned and managed a commercial office building for 13 years, giving him the perspective of an owner and developer when he evaluates income-producing property.
