The timeline lenders need to know
On September 30, 2026, Fannie Mae and Freddie Mac kept the November 2 mandate and added a one-time policy exception that Sellers can request. The GSEs say they will not extend it.
Mandate takes effect
UAD 3.6 mandate takes effect. The mandate date does not change.
Exception window
Sellers granted the exception may submit new UAD 2.6 reports.
Scoring changes
UAD 2.6 reports return a collateral score of 999 in Collateral Underwriter and 99 in Loan Collateral Advisor. Those loans lose collateral rep and warrant relief for value.
UAD 3.6 required
UAD 3.6 becomes mandatory for new submissions. UAD 2.6 is allowed only for resubmissions of earlier reports.
UAD 2.6 retires
The legacy dataset is retired.

One dynamic report replaces the legacy forms
UAD 3.6 replaces the legacy appraisal forms, such as Form 1004, with one dynamic Uniform Residential Appraisal Report. Lenders order by property configuration and scope of work instead of by form number.
The update applies to interior, exterior, desktop, and hybrid assignments. FHA follows a separate track and will announce its own optional and mandatory dates through FHA INFO messages.
Know where your loans fall
Only Sellers request the exception. Everyone else follows the path set by the GSEs or by their investors.
Sellers to Fannie Mae and Freddie Mac
Sellers may request the one-time exception. Without it, UAD 3.6 applies to new submissions from November 2, 2026.
Aggregators
Aggregators must confirm that their third-party originators submit UAD 3.6 appraisals or request the exception.
Lenders that sell to investors
Community banks, credit unions, and other lenders that do not sell directly to the GSEs align their plans with their investors.
